Pete Gladwell
After a career as a youth worker in Oxfordshire, Pete’s spent the last 19 years operating at the intersection of high-performing investment and systemic social impact, most recently as Group Managing Director of Public Investment at Legal & General. Pete built and led a cross-disciplinary investment platform that works with Universities, central government, Mayors, and local authorities to deploy capital at scale into positive social impact. His investments across debt and equity include originating over £3.4bn in partnerships with local and central government, lending Glasgow City Council £285mn to enable them to address pay inequalities, and completing the largest single UK equity investment into social housing; £250mn and 4,000 homes with Places for People. He also worked with Homes England and mayoral and local authorities to originate and structure major complex regional regeneration initiatives across the UK, including Newcastle Helix with Newcastle City Council and University and Bristol Temple Island, with Lord Marvin Rees as Mayor.
Pete actively shapes public policy and capital deployment models, having advised No. 10, HM Treasury, Cabinet Office, and MHCLG on planning reform, land value capture, and institutional funding models - most recently sitting on HMT’s Social Impact Investment Advisory Board. He worked with Sir Nigel Wilson and Sir John Kingman to create L&G’s partnership with Prof Sir Michael Marmot and UCL’s Institute for Health Equity to address health inequalities through investment, including establishing a Health Equity Network of over 8,000 organisations. He’s also led groundbreaking work on off-balance-sheet models to retrofit social and affordable housing at scale, including 3,000 homes with LB Camden.
Pete is an Honorary Professor at UCL’s Bartlett School, a Trustee of the Fairness Foundation (founded by Julian Richer), an Oxford-educated computer scientist, and Chair of Governors at his local CofE primary school in Harlesden.
