Understanding Cheshire and Warrington’s economic future
The Cheshire and Warrington Independent Economic Review will provide a clear, authoritative picture of our economy: its strengths, the challenges it faces and the opportunities ahead.
It will give the incoming Mayor and local partners a shared foundation for future policy and investment decisions.
Four areas of focus
Economic geography
How our places connect and how the economy works across urban and rural areas.
Infrastructure
The transport, energy, water and digital networks needed to support the economy.
People and prosperity
How skills, employment and access to opportunity shape people’s lives.
Competitiveness
The sectors, investment and innovation that underpin business success.

The Independent panel
An independent panel will test the evidence, challenge emerging conclusions and bring specialist insight to the review.
The review programme
The review runs from September 2026 to May 2027.
Its final report will be published after the Mayoral election, providing the incoming Mayor with evidence to inform decisions from their first days in office.
